Keywords: Inclusive Education, Services, Infrastructure, Human Resources Permendiknas Number 70 of year 2009 regulates and guarantees Inclusive Education. The state is therefore responsible for providing high quality education to all its citizens, including those with disabilities or special needs. This study aims to describe and analyse services in the implementation of inclusive education. The mechanism for implementing inclusive education, as well as human resources and infrastructure in implementing inclusive education. This research was conducted used a descriptive qualitative approach with a research focus on services and implementation of inclusive education. Data collection was carried out by means of interviews, observation, and documentation at the Nurul Maksum Inclusive Islamic Boarding School in Semarang, which is an Inclusive Islamic Boarding School. Analysis was carried out to get the conclusion of the research results. The results showed that services in the implementation of inclusive education consisted of learning services, extracurricular services, facilities and servant leadership. In the mechanism of implementing inclusive education, there are components that need to be considered such as curriculum, infrastructure, learning evaluation, and teaching staff. The obstacles faced are limited references and infrastructure to support the implementation of inclusive education. From the results of the study, it can be concluded that in the service of implementing inclusive education, it is necessary to pay attention to several important components so that the implementation of inclusive education can run optimally. The components in the implementation of inclusive education consist of curriculum flexibility, teaching staff, infrastructure, learning evaluation and management. In realising inclusive education, it needs to be studied and evaluated carefully. References in the implementation of inclusive education need to be studied more deeply. There are several indicators that the implementation of inclusive education is still not optimal, which is caused by several important factors.
