Abstract

The legalization of the open door policy and the increasing facilities of the Semarang City in the 19th century, made the city of Semarang progress in various fields in the 20th century. The advancement of the city of Semarang has made many people urbanize to the city, causing an increase in the population. As a result, various social and economic problems arise in the people of Semarang. One of the most crucial problems in slums because it causes various other problems such as crime and health problems for the population. This problem is difficult to solve because of the lack of public knowledge about a clean lifestyle and a good quality of life. This study uses historical research methods. The author's first step is to find sources or what is known as heuristics. This source is in the form of contemporary newspapers, pictures, or documents. Once found, the next step is to do source criticism. Furthermore, the steps taken by the author are interpreting the facts to give meaning to historical evidence and reviving the historical process, this stage is called interpretation. The last stage is historiography, which is reconstructing these facts into chronological historical writing. The results showed that there was indeed a smallpox epidemic case in Semarang City in 1949. Various efforts were made by the Semarang City government to eradicate this epidemic case. However, the government faced several obstacles in tackling the epidemic, one of the obstacles was that some residents avoided getting checked and vaccinated, causing a spike in cases in a few months.
