Abstract

The problem of this research is how the community empowerment process is, and what are the supporting and inhibiting factors. This study aims to describe the empowerment process carried out by the Cempaka Village community and to find out what the supporting and inhibiting factors are. The empowerment that is carried out is a community effort in improving the economy of the people of Cempaka Village, Tegal Regency. This study uses a qualitative approach with qualitative descriptive methods. The research location is in Cempaka Village, Bumijawa District, Tegal Regency. The research subjects consisted of 3 people, namely the Cempaka Village community and 3 informants, namely the village head, the head of pokdarwis, the management / manager of the tourism village. Data collection techniques used are interviews, documentation, and observation. The data validity technique used source triangulation. Data analysis techniques in research using: data collection, data reduction, data presentation, and drawing conclusions. Based on the research that has been done, there are three processes carried out by the Cempaka Village Pokdarwis to empower, first, namely holding awareness, at this stage using persuasive communication techniques in influencing the community. The second is the transformation stage, in this stage the changes that occur in society, these changes are related to social, economic, and cultural aspects. The third is resistance to enrichment, there is an increase in intellectual abilities and skills so that innovative abilities are formed to create new things and things. The success of these three stages is supported by community factors who are aware and want their village to develop to be more advanced and achieve community welfare. Village development will be more rapid with the support of the local government both in the form of training and from massive socialization, infrastructure, and in the form of budget funds. The conclusion of this research is the process of community empowerment, including through potential management, human resource development, comparative studies, independent training, group institutional development, productive business development, infrastructure development and marketing or promotion using social media. This empowerment process goes through three stages, namely awareness, transformation and enrichment. Supporting factors for this activity include; community support and participation, government support, and effective marketing management. The factors inhibiting this activity, namely; limited capital, limited infrastructure and facilities. Suggestions for the government to always provide support and support both physically and non-physically
