Abstract
Economic growth of Central Java Province in the fourth quarter of 2018 to the first quarter of 2019 experienced a slowdown. During this period, economic growth in the Java region also showed a slowdown. Downgrading growth for the first quarter of 2019 was 5.66% (yoy). While the economic growth of Central Java Province in the first quarter of 2019 was 5.14% (yoy). Application of Public Private Partnership (PPP) concept can be seen as an opportunity to improve spending quality by the Central Government and the Regional Government. This study aims to analyze Public Private Partnership model and the costs & benefits of providing Semarang - Solo toll road infrastructure. Method used in this research is a mixed method. Qualitative method used in this study is to analyze Public private partnership model focusing management in the provision and management of the Semarang-Solo toll road. Type of data in this study uses primary and secondary data. The costs and benefits of Semarang-Solo toll road infrastructure are analyzed using a quantitative approach with data analysis techniques of Return on investment and payback period. Results of this research are a form of cooperation for the Semarang-Solo Toll Road, namely Build Operate Transfer (BOT), as the Public Private Partnership for the Semarang-Solo Toll Road were PT Jasa Marga (Persero) Tbk, PT Astra Infra and PT SPJT (PT. Sarana Pembangunan Jawa Tengah). Period for managing the Semarang-Solo toll road is 45 years. Value of Return On Investment (ROI) in 2018 reached 6.61%, the higher the ROI result of the Semarang-Solo toll road, the better the cooperation between the government and the private sector, this also affects the future of investment capital, which is 7 years
