Abstract
Demands of accountability and responsibility require universities to provide quality assurance (quality assurance) to the public. To provide quality assurance a model is required. This study aims (1) to analyze the factual model of the Internal Quality Assurance System (IQAS) at the Educational Workforce Education Institute (LPTK); (2) make a model of the Internal Quality Assurance System (IQAS) in the Education Personnel Education Institution (EPEI) based on partnerships; and (3) Producing a Model of the Internal Quality Assurance System (IQAS) in a partnership-based Education Personnel Education Institution (EPEI) accompanied by its manual. This study uses a Research and Development (R&D) approach. Data collection and data analysis techniques are adjusted to the stages of the study; the preliminary stage to produce factual models using documentation, observation, interview, and questionnaire techniques; the development stage to produce a hypothetical model using literature study techniques and focus group discussions (FGDs); and the model validation stage to produce a final model or feasible implementation model using questionnaires and techniques frekuency test data analysis. Based on the validity test of the final model from the quality assurance experts (7 people) gave an excellent rating (100%) for all assessments including appropriateness, accuracy, utility, and feasibility. Final Model Users (25 respondents from 6 tertiary institutions) rated the utility of the model very well and 88.0% of users rated the product worthiness in the excellent category. Then as many as 12.0% of users gave a product feasibility assessment in either category. Thus the Internal Quality Assurance System (IQAS) Model of Partnership-Based Education Institutions (EPEI) is already very feasible / very valid / does not need to be revised again. Conclusions from this study: (1) universities do not yet have a standard pattern and reference in developing; planning, implementing and evaluating the internal quality assurance system; (2) The development model is in accordance with the needs of tertiary institutions and (3) The Internal Quality Assurance System (IQAS) model in the Education Personnel Education Institution (EPEI) is based on a valid partnership and is feasible to be implemented.
