Abstract
Learning achivement is a measure of success or failure of an education process. Education in Indonesia experiences inequality in services, inequality in the school environment, and favoritism perspective. To overcome the inequality and perspective, the goverment made a zoning system regulation on acceptance of new students. This regulation raises the pros and cons in society, besides the regulation has an impact on teachers who complain abaout quality of students after the zoning system. Therefore, this study aims to determine whether there is an effect of the zoning system and the school environment on learning achievement. This type of research is quantitative research and research design uses comparative methods. The population of this study were 504 students in class XI for the 2019/2020 school year of SMA Negeri 1 Petanahan and SMA Negeri 1 Gombong and a sample of 223 students was taken. The sampling technique in this study used a proportional random sampling method. The data collection method uses the documentation method. The data analysis technique used is descriptive statistical analysis, normality test, homogeneity test, independent sample T-test The results of this study indicate that there is a significant difference in learning achievement between SMA Negeri 1 Gombong and SMA Negeri 1 Petanahan after the implementation of the school zoning system. The zoning system can not equalize learning achievement in schools with favorite status in this study SMA Negeri 1 Gombong and schools that are not favorite in this study SMA Negeri 1 Petanahan. The conclusion of this research is that after the implementation of the zoning system in the world of education in Indonesia, the learning achievement at SMA Negeri 1 Gombong and SMA Negeri 1 Petanahan does not have the same category. The zoning system policy has not succeeded in equalizing quality in every school. Suggestions in this study, schools need to improve the division of the school zone in order to improve the imbalance of student quota that still occurs and schools also need to improve the school environment.
