Abstract

Puskesmas Mijen merupakan Puskesmas yang pertama kali menerapkan kebijakan Puskesmas Santun Lanjut Usia di Kota Semarang, namun cakupan pelayanan kesehatan kepada pra Lansia dan Lansia di Puskesmas belum mencapai target. Cakupan pelayanan kepada Lansia yaitu 54,86% dan cakupan pelayanan kepada pra Lansia 23,33%. Sedangkan Indikator keberhasilan program atau target yang di tetapkan oleh Dinas Kesehatan Kota Semarang yaitu 65% pelayanan kepada Lansia dan 35% pelayanan kepada pra Lansia. Penelitian ini bertujuan untuk mengetahui Implementasi Kebijakan Program Puskesmas Santun Lansia di Puskesmas Mijen Kota Semarang. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan grounded theory. Teknik pengambilan informan menggunakan purposive sampling dan snowball. Informan utama berjumlah 2 orang dan Informan triangulasi yang berjumlah 9 orang. Teknik pengambilan data menggunakan teknik wawancara mendalam dengan analisis data deskriptif. Hasil penelitian menunjukkan bahwa pelaksanaan implementasi kebijakan ini belum berjalan secara maksimal. Komunikasi yang kurang lancar antara Puskesmas dan lintas sektor, sumber daya kebijakan yang belum sepenuhnya terpenuhi, dan struktur birokrasi karena belum ada standard operational procedure pelayanan Puskesmas santun lanjut usia bagi petugas Puskesmas. Saran bagi instansi terkait, memperbaiki komunikasi antar lintas sektor, melengkapi fasilitas yang menunjang kebutuhan Lansia serta membuat standar kerja pelayanan bagi petugas. The clinic Mijen is the first apply a policy implementation of Puskesmas Santun Lanjut Usia in Semarang City, however, the coverage of health services to pre-elderly and the elderly at Clinics have yet to reach the target. The coverage of health services to elderly is 54.86% and services to pre-Elderly 23,33%. While the indicators of the success of the program or in the target set by the Department of the health of the Semarang city that is 65% of service to the Elderly and 35% service to pre-elderly. This research aims to know the Policy Implementation of Puskesmas Santun Lanjut Usia Program in Puskesmas Mijen Semarang City. This research uses qualitative research methods with a grounded theory approach. Retrieval technique using a purposive sampling informant and snowball. There are 2 informants participate and there is 9 informants triangulation. Data collection technique using in-depth interviews, with descriptive data analysis. The result of this research showed that the implementation of this policy implementation has yet to run its full potential. Communication is less smoothly between Puskesmas and cross-sector, resource policies that have not been fully met, and the bureaucratic structure because there is no standard operational procedure the Ministry of Puskesmas santun lanjut usia for the officers of the clinic. Suggestions for related institutions, improve the communication between cross-sector, complementing the facilities that support the needs of the Elderly as well as making the work standards of service for officers.
