Abstract

Otonomi daerah bertujuan untuk mengutamakan pada sistem demokrasi dan meningkatkan kesejahteraan rakyat. Namun dalam pelaksanaannya, masih ada daerah otonom di Jawa Tengah yang belum berjalan dengan baik dalam prinsip efisiensi dan efektivitas otonomi daerah. Pengukuran kinerja merupakan salah satu cara yang dapat digunakan pemerintah daerah dalam mencapai pemerintahan yang baik. Penelitian ini dilakukan dengan tujuan untuk memperoleh bukti empiris terkait pengaruh size, wealth, leverage dan intergovernmental revenue terhadap kinerja keuangan pemerintah daerah di Jawa Tengah. Populasi dalam penelitian ini adalah pemerintah daerah Kabupaten/Kota di Jawa Tengah. Jumlah populasi yang diobservasi yaitu 47 pemerintah daerah. Teknik analisis yang digunakan adalah regresi linear berganda dengan menggunakan dua model regresi. Model pertama adalah kinerja keuangan pemerintah daerah yang diukur dengan rasio efisiensi. Model kedua adalah kinerja keuangan pemerintah daerah yang diukur dengan rasio efektivitas. Hasil penelitian menunjukkan bahwa variable size, wealth, leverage dan intergovernmental revenue tidak berpengaruh terhadap kinerja keuangan pemerintah daerah di Jawa Tengah secara parsial untuk rasio efisiensi. Sedangkan untuk model kedua, hanya variable leverage dan intergovernmental revenue yang berpengaruh secara parsial terhadap kinerja keuangan pemerintah daerah di Jawa Tengah untuk rasio efektivitas. Simpulan yang dapat diambil dari penelitian ini adalah untuk kinerja keuangan pemerintah daerah dengan menggunakan rasio efisiensi kinerja pemerintah daerah berada pada kategori kurang efisien. Sedangkan dengan menggunakan rasio efektivitas kinerja pemerintah daerah berada pada kategori sangat efektif. Pemerintah daerah diharapkan dapat terus memperbaiki dan meningkatkan kinerja keuangannya sampai semaksimal mungkin sehingga mampu menghasilkan kinerja yang lebih optimal. Local autonomy aims to give priority to the democratic system and improves people's welfare. However, in practice, there are still autonomous local in Central Java that has not run well in the principles of efficiency and effectiveness of local autonomy. The performance measurement is the one way that can be used by the local government in achieving good governance. The study is conducted with the purpose of acquiring empirical evidence related to the influence of size, wealth, leverage and intergovernmental revenue toward the financial performance of the local government in Central Java. The population in this research was the local government in Central Java. The total sample observed are 47 local governments. The technique analysis used is the multiple linear regression which used two model of regressions. The first model was the local government financial performance which was measured by the ratio of efficiency. The second model is the local government financial performance which is measured by the ratio of effectiveness. The research result showed that the variable of size, wealth, leverage and intergovernmental revenue would not affect the financial performance of the local government in Central Java partially for the ratio of efficiency. While for the second model, only leverage and intergovernmental revenue variable that influenced partially toward the financial performance of the local government in Central Java for the ratio of effectiveness. The conclusions that can be drawn from this research are the financial performance of the local government which uses the ratio of efficiency local government performance falls into the less efficient category. While the one which uses the ratio of the effectiveness falls into the very effective category. Local government are expected to continue to improve and enhange the performance of financial to the greatest extent possible so that was able to produce a more optimal performance.
