Abstract
Penelitian ini bertujuan untuk mengetahui mutu garam yang di produksi oleh produsen garam serta menganalisis faktor pendukung dan penghambat implementasi kebijakan tentang yodisasi dan pengadaan garam beryodium di Kecamatan Kaliori Kabupaten Rembang. Jenis penelitian merupakan penelitian kualitatif dengan teknik pengumpulan data melalui wawancara mendalam (indept interview) dengan para informan awal yang di tentukan dengan teknik purposive sampling yaitu dari Kepala Seksi Usaha Industri Dinas Perindustrian Perdagangan Koperasi dan UMKM Kabupaten Rembang, Kepala Bidang Pemerintahan, sosial dan Budaya Bappeda Kabupaten Rembang, Pemilik Perusahaan Garam, dan Petani garam dengan jumlah informan seluruhnya 6 orang. Instrumen penelitian adalah peneliti sendiri dengan alat bantu panduan wawancara dan pengumpulan data melalui wawancara, dokumentasi. Teknik analisis data penelitian menggunakan model analisis interaktif. Hasil penelitian ini adalah Implementasi kebijakan tentang yodisasi dan pengadaan garam beryodium di Kecamatan Kaliori Kabupaten Rembang belum berjalan maksimal. Faktor yang mendukung dan menghambat implementasi kebijakan tentang yodisasi dan pengadaan garam beryodioum antara lain: Komunikasi yang belum berjalan optimal, kurangnya informasi dari petugas mengenai isi kebijakan, perbedaan persepsi antara petugas dan produsen serta tidak tegasnya pengawasan terhadap pelanggaran yang terjadi. Saran yang peneliti rekomendasikan adalah sosialisasi merk dagang garam yang terjamin kualitasnya dan meningkatkan bantuan alat yodisasi. Implementation Of Policy About Iodization Toward Salt Quality At Small Scale Of Salt Industry In Kaliori Subdistrict, Rembang Regency, V + 136 pages + 4 tables + 8 images + 19 attachments The aim of this research is to study salt quality produced by salt producer and analizes supporting factors and inhibiting factors policy implementation of iodization dan levying iodized salt in Kaliori Subdistrict, Rembang Regency. This type of research is, technical collecting data by in-depth interview, the firs informan were selected by Sampling Purposive Method. They are form Head of Labor Industry Section Trade and Industry Departement of Rembang Regency, Head of Goverment, Social, and Culture Section Planning and Development Committee of Rembang Regency, Salt Producer, Salt Farmer, altogether amout to 6 peoples. The instrument tools used for this research are researcher itself and Interview guide, collecting data from interview result, documentation. The techiques analyze of research data use Interactive model analyzes. The results of this research are the policy implementation of iodization dan levying iodized salt in Kaliori Subdistrict, Rembang Regency not works maximally yet. It can be seen from the orientation of goverment and the realization talked about that were not appropriate with that expected after policy was acceptable. There are many supporting factors and inhibiting factors of policy implementation of iodization dan levying iodized salt, they are communications which not worked optimally yet, Lack of information about a policy from officer, the perception differences between producer and officer and not explicitly controling and monitoring about infraction. The advice can be given is salt brand secured sosialization and improve assist of iodization tools.
