    Abstract

    Aparatur Desa Bojong mempunyai peran penting dalam oraganisasi pemerintahan desa dimana aparatur desa bertanggung jawab untuk menjalankan tugas pokok dan fungsinya sebagai pelayan masyarakat, maka kinerja aparatur desa di tuntut untuk meningkatkan kualitas pelayanan administrasi kependudukan dan memberikan jaminan kesejahteraan melalui abdi masyarakat dengan profesional dan berkompeten. Tujuan dari penelitian ini adalah untuk mengetahui kinerja dan faktor-faktor yang mempengaruhi kinerja dari aparatur Desa Bojong dalam pelayanan administrasi kependudukan pada tahun 2016. Metode Penelitian adalah kualitatif. Fokus penelitian adalah kinerja aparatur desa, faktor-faktor yang mempengaruhi kinerja dan kualitas pelayanan yang di berikan aparatur Desa Bojong dalam pelayanan administrasi kependudukan. Sumber data di peroleh dari wawancara, dokumentasi dan observasi. Keabsahaan data diuji dengan teknik triangulasi. Data dianalisis dengan interkatif melalui langkah pengumpulan data, reduksi data, penyadian data, penarikan kesimpulan dan verivikasi. Hasil penelitian ini menunjukan (1) kinerja aparatur Desa Bojong Kecamatan Wonosegoro Kabupaten Boyolali dalam pelayanan administrasi kependudukan yaitu produktivitas, kualitas layanan kepada masyarakat, responsivitas, akuntabilitas; (2) faktor kinerja aparatur desa dalam pelayanan administrasi kependudukan dipengaruhi kualitas sumber daya manusia (SDM) dimana sebagian aparatur Desa Bojong mampu menjalankan tugasnya cukup baik. terdapat keluhan masyarakat terhadap kesalahan-kesalahan aparatur desa dalam membuat surat menyurat karena pendidikan sebagian aparatur desa masih belum memadai yakni sebagian besar lulusan SD, SLTP,SLTA. Hal itu beda pula dalam pelaksanaan kerja hanya beberapa aparatur desa saja yang paham dalam bidangnya. Dalam rekruitmen penerimaan perangkat desa ditunjuk langsung oleh Kepala Desa tidak melalui seleksi. Saran yang diberikan penulis adalah (1) aparatur Desa Bojong harus meningkatkan kualitas pelayanan administrasi kependudukan dan perlu adanya aturan tertulis agar aparatur desa bisa di siplin dalam bekerja; (2) diharapkan apatur Desa Bojong mampu menjaga dan terus meningkatkan pelayanan kinerja dalam administrasi kependudukan. ----- Bojong Village apparatus has an important role in village administration where village officials are responsible for carrying out their main duties and functions as public servants, the performance of the village apparatus is demanded to improve the quality of population administration services and to provide welfare benefits through professional servants and professionals. The purpose of this study is to determine the performance and factors that affect the performance of Bojong Village apparatus in the service of population administration in 2016. The research method is qualitative. The focus of the research is the performance of the village apparatus, the factors that affect the performance and the quality of service provided by the Bojong Village apparatus in the administration service of population. Sources of data obtained from interviews, documentation and observation. Data validity is tested by triangulation technique. The data were analyzed interactively through data collection steps, data reduction, data entry, conclusion and verification. The results of this study show (1) the performance of Bojong Village apparatus Wonosegoro District Boyolali District in the service of population administration ie productivity, service quality to the community, responsiveness, accountability; (2) the performance factor of the village apparatus in the service of population administration is influenced by the quality of human resources (HR) where some Bojong Village apparatus able to perform their duties quite well. There are public complaints against the mistakes of village officials in making correspondence because the education of some village apparatus is still inadequate, mostly graduated from elementary, junior and senior high school. It is also different in the implementation of work only a few village apparatus who understand in their field. In the recruitment of village apparatus received directly by the Village Head not through selection. Suggestions given by the authors are (1) Bojong Village apparatus should improve the quality of population administration service and the need for written rules so that the village apparatus can be in siplin in work; (2) expected Bojong Village apprentice able to maintain and continuously improve service performance in population administration.
