Making lesson plan as one of the school administration is important to describe the design of the teaching-learning activity to achieve the basic competence (KD) in realizing School-Based Curriculum (KTSP). One of the lesson plan’s components is lesson objective. One of the requirements in arranging lesson objective is the choice of operational verbs. To make the lesson objectives synchronous to the basic competence (KD) there are some rules need to be applied. Operational verbs used in the lesson objectives must be chosen from the same or the lower level from the basic competence (KD) level, must be measurable and observable and must be arranged in properly order from the lowest level to the highest level, and also. The purposes of this study are to find out whether the teachers’ lesson plan form had fulfilled the requirements based on KTSP, to investigate how they stated their lesson objectives in the lesson plan to the requirements of good lesson objectives, to investigate the operational verbs used by the teachers in the synchronicity to the basic competence (KD) and to provide the synchronous operational verbs based on the basic competence (KD). Besides analyzing the lesson plans on the operational verbs, lesson objectives and the lesson plan form, questionnaire and interview were also used to gain more data in this study. The result indicated that the teachers’ lesson plan form did not fulfill the requirements according to KTSP. Their lesson objectives in the lesson plans mostly were not measurable. The operational verbs used were mostly not synchronous because they are not in the same or in lower level to the basic competence (KD) level, and were not stated in good order. To make the operational verbs synchronous based to the basic competence (KD), the operational verbsmust be taken from the same or lower level from the basic competence (KD) level. I suggest the teachers should get more training to enhance their skill in school administration especially in making lesson plan.
