Abstract
Forests as an important sector need to get good management so that they can be used together, but the management that has been carried out over a long history tends to be under pressure and does not involve the people around the forest. Other problems also arise, such as declining forest quality due to the absence of optimal monitoring of forests. In addition to the forest being threatened, communities living around the forest experience limited access to the forest. One of them happened in the North Kedu FMU area. In this area there is a protected forest with an area of 12,602.53 ha out of a total area of 36,343.39 ha. The livelihoods of the people living around the forest, who are mostly farmers, experience limited access to the forest. Meanwhile, when the community can access the forest area, it is necessary to have certain permits that challenge them. For this reason, it is necessary to establish a new policy on forest management. One of the steps taken is to hold a PHBM program. The program was published in 2001 with the issuance of Perum Perhutani Supervisory Board Decree No. 136/KPTS/DIR/2001 which discussed plans, management activities, institutions, sharing provisions, rights and obligations as well as monitoring and evaluation of activities which were then strengthened through a Directors decision. Number 682/KPTS/DIR/2009 concerning Guidelines for the Management of Forest Resources with the Community. In the North Kedu FMU area with the PHBM program, the problems that occur can be identified. These problems include: (1) What is the history of Perum Perhutani? (2) How was the forest management policy in North Kedu FMU in 2001-2009? (3) How was the implementation of the Forest Management policy in North Kedu FMU in 2001-2009? The research shows that Perum Perhutani was first formed during the Daendels era in 1808 which then experienced ups and downs until it was designated as Perhutani in 1960. After changing its name to Perhutani, the policies implemented were based on Indonesian provisions, so the policies implemented in 2001 were based on forestry provisions. The policies carried out began with the existence of an organizational structure as an institution responsible for forestry, planning, implementation, and maintenance of both forest areas and PHBM land forests. During its implementation there were several obstacles such as: the less productive Pinus tapping, natural disasters, and land disputes. This management provides benefits obtained by Perhutani in the form of timber forest products in full and profit sharing from other sectors and for the community can be useful as forest laborers and land cultivators.
