Abstract

According to Law Number 26 of 2007 concerning Spatial Planning, the percentage of green open space is at least 30% of the area with a distribution of 20% public green open space and the remaining 10% private green open space. However, many districts/cities have not been able to achieve this target, one of which is Kendal Regency, which has a public green open space of 0.01% of its total area. This study aims to determine the strategy for developing sustainable Public Green Open Spaces (GOS) in Kendal Regency. The analytical method used is the Analytic Network Process (ANP) with Super Decision software version 3.2. The main data source in this study is primary data obtained through observation, interviews, and filling out questionnaires to 6 keypersons from government groups, academics, and green open space user communities. Based on the results of ANP calculations, the results show that the priority aspects in the development of sustainable public green space in Kendal Regency are aspects of governance which include budgetary matters, coordination and cooperation. Of the 15 existing policy alternatives, 3 policy alternatives with the highest priority values were obtained, among others, being more open to CSR programs, increasing budgets, and enforcing applicable regulations. The alternative cluster has the highest rater agreement value of 0.91 which indicates that there is agreement on answers between keypersons. Suggestions from this study are that the government is expected to carry out the construction of green open spaces that are evenly distributed followed by periodic maintenance efforts, local governments must also be active and creative in collaborating with the private sector, besides that it is necessary to improve coordination between parties related to public green open spaces.
