Abstract
Poverty is a condition in which a person is unable to fulfill basic needs to maintain and develop a dignified life. The central and regional governments have attempted to implement various policies and programs for poverty alleviation but it is still far from the main problem. The poverty rate in each province in Indonesia has a different percentage, and the poverty in Central Java province is stated to be still high. This study aims to analyze the effect of economic growth on poverty, investment on poverty, public spending on poverty and analyze the role of the Human Development Index in moderating the effect of economic growth, investment and public spending on poverty. This study uses a quantitative approach with multiple linear regression models and Moderated Regression Analysis (MRA). The data in this study uses secondary data sourced from the Indonesian Central Bureau of Statistics, the Central Bureau of Statistics of Central Java, the Regional Investment Board and the Directorate General of Fiscal Balance. The data obtained are the data on poverty, economic growth, investment, public spending and the Human Development Index for 2016-2020 for each district/city in Central Java Province. The data analysis technique used is descriptive and inferential. The results of this study conclude that economic growth has a significant and negative effect on poverty in the districts/cities of Central Java Province. Investment has a significant and negative effect on poverty in the districts/cities of Central Java Province. Public spending in the education sector has a significant and positive effect on poverty in the districts/cities of Central Java Province. Public spending in the health sector has a significant and negative effect on poverty in the districts/cities of Central Java Province. The Human Development Index reinforces the negative effect of economic growth on poverty in the districts/cities of Central Java Province. The Human Development Index is not able to moderate the effect of investment on poverty in the districts/cities of Central Java Province. The Human Development Index weakens the influence of education sector public spending on poverty in the districts/cities of Central Java Province. The Human Development Index is not able to moderate the effect of health sector public spending on poverty in the districts/cities of Central Java Province
