Abstract

Law Number 12 of 2010 concerning the Scout Movement, in article 1 paragraph 2 explains that. Scouts are Indonesian citizens who are active in scouting education and practice the Satya Pramuka and Darma Scouts. Scouting activities are activities that provide training for individuals to increase character values. Kosatsus APW is a scout unit of Wijaya Tunggawijaya which has the duties of protocol, security, and humanity. To support this task, changes were made by increasing the character of discipline, firmness, and responsiveness. The purpose of this study was to find out how the efforts to increase the character of the Kosatsus APW members were disciplined, firm, and responsive and to find out the supporting and inhibiting factors of increasing the disciplined, assertive, and responsive character of the Kosatsus APW members. This study uses a qualitative method. Data sources come from informants, events, and documentation. Data collection techniques used interview, observation, and documentation techniques. Test the validity of the data using source triangulation techniques. The data were analyzed through the stages of data reduction, data display, and conclusion/verification. The results showed: (1) Efforts to improve the disciplined, assertive, and responsive character of Kosatsus APW members were carried out by improving the pattern of coaching new cadets starting from the selection of prospective cadets, education and training, Wijaya Rehearsal, and routine training. (2) The supporting factors for increasing the disciplined, assertive, and responsive character of Kosatsus APW members are organizational culture, organizational structure, and organizational resources. The inhibiting factors for increasing the disciplined, firm, and responsive character of Kosatsus APW members are the lazy mentality of members of inadequate human resources, and budget constraints. The researcher's suggestions are (1) To the daily management of the Kosatsus APW, it is necessary to add an education and training curriculum that is in accordance with the needs of the Kosatsus APW which is based on the Implementation instructions No. 176 of 2013 concerning the Mechanism and Guidance of Enforcement Scouts and Pandega Scouts. (2) To the Dewan Kerja Ambalan and Racana Wijaya Tunggawijaya, there is a need for more contributions from the Dewan Kerja Ambalan and Racana Wijaya Tunggawijaya in supporting all Kosatsus APW activities.
