Abstract

The availability of electricity infrastructure in every household can affect human development in an area. Based on a comparison of electrification ratio data and the human development index (IPM), it is known that regions with a high electrification ratio will also have high HDI numbers. Sebira Island is the outermost island in the Thousand Islands Regency, this is the main problem why the island only has electricity 24 hours per day in 2020. The solar power plant was inaugurated in November 2020. This PLTS supplies Sebira Island's electricity needs. Since 2007 the people of Sebira Island have used diesel power plants to supply electricity, but only 15 hours per day from 17.00 WIB to 24.00 WIB. The objectives achieved in this study include analyzing the relationship between the availability of electricity infrastructure and the availability of health services on Sebira Island, analyzing the relationship between the availability of electricity infrastructure and the condition of education on Sebira Island, analyzing the condition of the availability of health services and the condition of education before and after there is electricity on Sebira Island. The research method used in this research is quantitative, namely research conducted by collecting data in the form of numbers, or in the form of words or sentences which are converted into data in the form of numbers. The data in the form of numbers is then processed and analyzed to obtain useful information in this study. The results of this study indicate that there is no relationship between Electrical Infrastructure and Health Services and there is a relationship between Electrical Infrastructure and Educational Conditions. For the availability of health services and educational conditions before and after electricity, the result is that there is no significant difference between the average health services before and after electricity and there is a significant difference between education conditions before and after electricity. The suggestion in this research is that it is expected that the DKI Jakarta Provincial Government and the State Electricity Company will cooperate to pull the sea cable so that Sebira Island's electricity does not depend on PLTS and PLTD, and for the DKI Jakarta Provincial Health Office it is expected to provide health workers on duty on Sebira Island, and for future researchers it is suggested to use different human development variables such as the economy
