Abstract

Policy issues are needs, values, or opportunities that are not realized but it can be achieved through public action. The integrated policy making process carried out by the bureaucracy and involving stakeholders allows the implementation of PE to run optimally. This research method is a qualitative approach. The research subjects are the Regent of Bima Regency, Assembly at Provincial (DPRD), Education, Youth and Sports Office (Dinas Dikbudpora), UPT Dikmen Bima Service, Board of Education, PGRI, academics, supervisors, and PE teachers. Data collection techniques are interviews, observation, documents, focus group discussion (FGD). The analysis techniques are data collection, data reduction, data presentation, and drawing conclusions. The research result; 1) The implementation of education in Bima regency conforms to central government regulations. Activities to improve the quality of PE teachers are rarely carried out by the Education Office of Bima regency. 2) The bureaucratic structure of the Department of Education and Culture through the Head of the Education Personnel Section has no connectivity with the Head of the Sports Section, the senior high school (SMA) level is directly handled by the NTB Provincial DIKBUD Office, the bureaucratic structure of the Provincial DIKBUD Service does not handle the implementation of PE directly. 3) The condition of PE teachers based on education quality data is below 70%. 4) The education administration budget exceeds the minimum limit of 20% of the local government budget (APBD), the use of the budget for improving teacher quality is allocated only 0.3% of the education budget. 5) Facilities and infrastructure in the form of a large field 90% practice outside the school environment. 80% of the education units do not have a special warehouse for storing sports equipment, while 20% have a warehouse for storing sports equipment, but the conditions of the warehouse are not maintained. Conclusion; 1) The implementation of PE requires bureaucratic support, high quality resources, appropriate budget allocations, and adequate facilities and infrastructure. 2) The bureaucratic system needs participatory coordination with a mapping, dialogic, analytical, humanist, and civilized approach. 3) Mapping the competency of PE teachers is very much needed by teacher models, the recruitment model for PE teachers must have pedagogical abilities, communication skills, social skills, and other skills. Make Bima healthy in organizing PE. Competency enhancement (DIKLAT, MGMP, etc.) involves universities and community groups. vii 4) Budget allocation must be optimized to improve human resources competency 5) Procurement of infrastructure is based on PE facilities in accordance with advances in science and technology. There is a need for synergy between the Government and Local Governments, as well as involving the community in the procurement of facilities and infrastructure
