Abstract

The purpose of this study is to 1) analyzing the construction of kretek culture that is perceptibly and be understood by the Kudus society regarding kretek culture and the meaning of kretek culture for the Kudus society; 2) analyzing the role of actors in the formulation of policies towards the kretek cigarette industry in Kudus, 3) analyzing the implementation of policies towards the kretek cigarette industry in Kudus. This study uses a qualitative approach with field study methods and phenomenological research types. Sources of research data are An K, IF, Sp, IM, Ag St., HR, K, HY, Ng, MYA, Ag SJ, GS, AK, ADN, Mc A, WGM, ISR, MYP, Rst, Spm, Sry, BA, Kh, Sy R, Smj, FD, SDA as the main informants determined purposively. Staff of the Kudus Regency Regional Secretariat Legal Section, Head of the Kudus Regency Regional Economic Secretariat, Kretek Dance Creators, and Kretek Observers as supporting informants. The data validity technique uses the technique of source triangulation, time triangulation, and theory triangulation. Data analysis using analysis techniques and interpretation of the Creswell model. The results found 1) kretek culture was constructed by the Kudus society as "kretek cigarettes" and "kretek enjoying activities". Kretek culture is interpreted in a variety of ways by the Kudus society as "his life", "part of his life", "affair", "beautiful girl", "source of inspiration", "stress reliever", and "sign someone is healthy or sick"; 2) The Central Government, Kudus Regency Government, and particularly Non-Government Institutions are actors involved in the formulation of policies towards the clove cigarette industry. Non-government actors have the power to influence and press in deciding and validating a policy. There are 16 national level policies and two regional level policies that apply to the kretek cigarette industry in Kudus. 3) the implementation of the policy has a serious impact on the kretek cigarette industry in Kudus. The Kudus Regency Government has never issued a policy that suppresses the existence of the cigarette industry but only limits certain areas as non-smoking and smoking-restricted areas. Suggestions given are 1) A socialization should be held that kretek culture is not merely "kretek cigarettes" and "kretek enjoyment activities" because in kretek culture there are ethics, values and noble norms so that the Holy community has pride and love for kretek culture, 2) Kudus Regency Government must defend, protect, and fight the kretek culture from the massive anti-tobacco campaign movement so that the kretek culture is not extinct
