Abstract

The absence of problem identification and data analysis in development plans causes an ineffective training program for primary school teachers at Tegal city area. Furthermore, results from teacher development evaluation using standard instruments, are informed and suggested for improvements, and also used to achieve a joint solution.. In addition, research and development methods are employed using preliminary study, model development and testing procedures. The data was collected through observation, documentation, polls, portfolios and interviews, while qualitative descriptive statistical technique is used for quantitative analysis. The findings show the application of administrative development model amongst elementary school teachers, evidenced by the use of ordinary and unsystematic academic supervision, ineffective development system and conservative mindsets. The test analysis comparing the different pedagogical competence in scientific model development shows a t count value of 11.15, with significance of 0.00 < 0.05. This was based on the change in average value from 97.11 to 102.53, following a 5.41 increase, thus indicating possible improvements. Also, the results show an increase in student learning from 71.59 (moderate) to 79.89 (elevate) This study shows an effective improvement in the pedagogic competence of primary school teachers at Tegal City area after using a scientific-based development model, compiled as a book. This technical handbook is recommended to principals, due to potential usefulness in further development of practical and effective models.
