Abstract
Agrarian conflict is an inevitable conflict relating to land and its control. One form of agrarian conflict occurs in land acquisition conflicts for the construction of alternative road infrastructure, in Gumingsir Village. This conflict is related to the amount of compensation set by the Banjarengara Regional Government with the calculation of the unsuitable affected community, and other conflicts in land acquisition. This study aims to identify the forms, processes, and know the sociocultural factors that support and inhibit the process of settling land acquisition conflicts in Gumingsir Village. The research method used is qualitative research. The research location is located in Gumingsir Village, Wanadadi District, Banjarengara Regency. The subjects in this study were members of the affected village of Gumingsir and mediation actors. Key informants in the study were: affected villagers of Gumingsir, community leaders, BPD and village government officials, and the Banjarnegara government. The supporting informant is the Gumingsir Village community which is not affected. Collecting data used observation and documentation. Data analysis used qualitative data analysis method consisted of data collection, data reduction, data presentation and conclusion. This research uses theory conflict of Ralf Dahrendorf's and mediation Penal concept as the theoretical basis. The results of the study show that: (1) the form of land acquisition conflict in Gumingsir Village is a conflict related to nominal differences in compensation for land, houses and public facilities, the existence of vertical and horizontal conflicts between the Banjarengara and the community; (2) conflict resolution process through persuasion process by Banjarengara Local Government, and nominal increase of compensation; (3) supporting factors are community cooperative attitude, and transparency of land pricing; and the inhibiting factors of differences in land prices and licensing of public facilities, no relocation of houses, and the impact of conflict sustainability in Gumingsir Village. Suggestions that researchers recommend are: (1) for the Gumingsir villagers, especially affected members of the community, after a conflict resolution in the form of mediation, is expected to be more receptive to the respective 'legowo' decisions; (2) for the Government of Banjarnegara facilitated in accessing primary and secondary data related to agrarian conflict research; (3) for the government, a more open policy development.
