Abstract

Penelitian ini bertujuan mengetahui kinerja petugas rekam medis pada era Jaminan Kesehatan Nasional di RSUD Ungaran, dengan menggunakan metode penelitian kualitatif dengan teknik yang digunakan dalam pengambilan sampel adalah purposive sampling yaitu teknik penentuan sampel dengan pertimbangan tertentu. Sampel ini lebih cocok digunakan untuk penelitian kualitatif, atau penelitian-penelitian yang tidak melakukan generalisasi. Informan berjumlah 3 orang yang terdiri dari petugas rekam medis bagian assembling, petugas rekam medis bagian filling, petugas rekam medis kunjungan rawat jalan, coding indexing, asuransi dan informan triangulasi yang berjumlah 3 orang yang terdiri dari Kepala Rekam Medis, petugas rekam medis bagian filling yang berpendidikan terakhir D3 RM dan petugas rekam medis bagian kunjungan rawat jalan, coding indexing, asuransi. Teknik pengambilan data yang digunakan yaitu observasi, wawancara mendalam dan studi dokumentasi. Hasil penelitian menunjukkan bahwakinerja petugas rekam medis di era JKN belum terlaksana dengan maksimal.Dari tiga (3)indikatorkinerja rekam medis berdasarkan Standar Pelayanan Minimali (SPM) semua indikator belum berjalan secara maksimal sehingga berpengaruh terhadap kinerja petugas RM. Dari tiga (3) variabel yang mempengaruhi kinerja terdapat satu variabel yang belum berjalan maksimal sehingga mempengaruhi kinerja petugas RM.Variabel tersebut adalah variabel individu, yaitu adanya kendala yang mereka rasakan setelah adanya JKN, kurangnya tenaga petugas rekam medis di bagian assembling, filling dan coding. Saran bagi instansi terkait melakukan supervisi secara berkala dan terjun langsung untuk mengamati keadaan yang terjadi di lapangan dan mempelajari kembali mengenai Standar Pelayanan Minimal (SPM) RS. This study aims to determine the medical record officers’ performance on the era of National Health Insurance in Ungaran Hospital. This study was a qualitative research with the sampling technique used was purposive samplingin which the samples were chosen with certain considerations. This technique is more suitable for qualitative research or studies that do not use generalization. The informants were 3 people consisting of medical records officers from assembling division, medical record officers from filling division, medical record officers for outpatient visits, coding indexing, insurance and the triangulation informants which were 3 people consisting of Medical Record Chief, medical record officers from filling division whose last education were D3 MR and medical record officersfor outpatient visits, coding indexing, insurance.The techniques for data collection were observation, interview and documentation study. The results showed that the performance of medical recordofficers at HNI era had not been done well yet. Of the three (3) indicators of medical record performance based on the Minimum Service Standards (MSS), there is all indicator that has not run optimally so that it affectsthe performance of MRofficers. Of the three (3) variables that affect performance, one variable that have not gone well; individual variables which are the obstacles that occur after HNI as well as the lack of medical record officers at the assembling, filling and coding divisions. Conducting regular supervision and direct surveillance to observe the situation in the field and relearn the Minimum Service Standards (MMS) MR.
