Abstract

Penelitian ini bertujuan untuk meneliti hubungan antara partisipasi anggaran dan kinerja manajerial pada organisasi sektor publik. Penelitian ini juga menguji apakah Gaya Kepemimpinan dan Pemberian Insentif merupakan variabel Intervening yang mempengaruhi hubungan antara partisipasi anggaran dan kinerja manajerial. Pengumpulan data penelitian ini menggunakan survei kuesioner. Kuesioner disampaikan kepada 145 pejabat struktural SKPD, sebanyak 103 kuesioner kembali dan 100 kuesioner (68,9%) diisi dengan lengkap dan dapat diolah. Data yang dikumpulkan diolah dengan menganalisis data dengan menggunakan analisis deskriptif, analisis kualitas data yaitu pengujian dengan uji validitas dan uji reliabilitas, uji asumsi klasik, dan analisis path untuk menguji pengaruh antara variabel. Hasil penelitian ini menunjukkan bahwa adanya pengaruh langsung partisipasi anggaran terhadap kinerja manajerial. Partisipasi anggaran tidak berpengaruh terhadap Gaya Kepemimpinan dan berpengaruh secara signifikan terhadap Pemberian Insentif. Sama dengan Kinerja Mnajerial yang tidak berpengaruh terhadap Gaya Kepemimpinan dan berpengaruh secara signifikan terhadap Pemberian Insentif. Saran yang dapat diberikan dalam penelitian ini adalah Pihak Pemerintah Kabupaten Semarang sebaiknya mengoptimalkan penerapan anggaran partisipatif bukan hanya sekedar partisipasi semu. Pemerintah Kabupaten Semarang sebaiknya dapat menerapkan gaya kepemimpinan yang diterapkan oleh manajer atau atasan secara demokratis dan humanis. Pemerintah Kabupaten Semarang juga sebaiknya dapat meningkatkan pemberian Insentif kepada para pegawai This study aims to examine the relationship between budgetary participation and managerial performance in public sector organizations. The study also examined whether the leadership style and Incentives is an intervening variable that affects the relationship between budgetary participation and managerial performance. This study uses data collection questionnaire survey. The questionnaire submitted to the 145 structural officials on education, a total of 103 questionnaires were returned and 100 questionnaires (68.9%) complete and can be processed. The data collected is processed by analyzing the data using descriptive analysis, analysis of the quality of the data that is testing the validity and reliability test, the classic assumption test, and path analysis to examine the influence of variables. These results indicate that the direct effect of budget participation on managerial performance. Participation budget does not affect the leadership style and significantly influence Incentives. Same with Mnajerial performance that does not affect the leadership style and significantly influence Incentives. Advice can be given in this study is the Semarang District Government Parties should optimize the application of the participatory budget is not just a pseudo participation . Semarang District Government should be able to apply a leadership style that is applied by a manager or supervisor in a democratic and humanist . Semarang District government should also be able to improve the provision of incentives to employees .
