Abstract

English teaching as a local content subject at elementary schools in Central Java is aimed at giving students skills to produce simple sentences orally. Further, the students are expected to be able to accommodate socio cultural aspects available in their environments. To support the activities, the National Eduction Service in central Java province has already done many efforts. The teachers of elementary shools, however, still find it difficult to understand the meaning of local content subject curriculum. For this, there should be something to do to update their ability to cope with the curriculum, especially to develop English teaching materials. From the above mentioned background, the problems of the research can be stated as follows: (1) What is the model of teaching English material like? (2) How do we describe the map of needs for teaching English as a local content subject at elementary schools in central Java. (3) How are the teachers’ ability to develop materials for teaching English as a local content subject at elementary schools in central Java. (4) What is the design of model like ( the result of material development with socio cultura basis) for teaching English as a local content subject in central Java. (5) How effective is the design of model ( with socio cultural basis) for teaching English as a local content subject at elementary schools in central Java. This research is designed to have a Research and Development ( R&D) approach, while for the implementation, it is manifested within three stages, i.e. exploration stage, designing model and testing the model. For the completion, this research is divided into two big parts. Part (1) to map the needs of teaching English as a local content subject at elementary schools in central Java. Part (2) to test the draft and to design the standard model. The data collection of Part (1) is done through questionaires, interviews and documentations. The subject of the research is 200 English teachers from elementary schools in central Java. While the interview is given to twelve (12) English teachers having S1 degree. Every two teachers represent ex karesidenan like Semarang, Pati, Kedu, Surakarta, Banyumas and Pekalongan. The representatives of year four, five, six students of twelve (12) schools are also taken as respondents for the interview. The sampling technique used is the purposive, as it is done based on the coordination with central Java Education Service. The model of analysis used in this part is the interactive analysis. For Part (2), to test the draft, or we name it Model I, it is used action research and experts judgements. Based on the findings, some of the materials used by the teachers do not have any relation with the central Java English curriculum. This is proved by the books published outside of central Java ( even abroad) which do not accomodate the needs of teaching English at elementary schools in central Java. For this, within this research, the design model of material is based on socio cultural needs, by which, the teachers can use it for their teaching, later. The material development of this book is based on the following considerations. (1) The basic philosophy, (2) the content of materials, (3) the organization of the materials, (4) the development of the materials, (5) the presentation of the materials and (6) the evaluation of the materials. The material development of English as a local content subject at elementary schools in central Java is based on learning srategy forwarded by Hammond, i.e. Building Knowledge of the Field, Modelling of Text, Joint Construction of Text and Independent Construction of Text. The organization of materials covers four (4) competences, i.e. listening, speaking, reading and writing. In developing the materials, the designed model suggested here, accomodates the sociocultural aspects like names, daily habits, folktales etc, and also puts intergratedly the language skills like listening, speaking, reading and writing. The development of model suggested here, is expected to be able to be used as a model for the teachers to develop the material by themselves, whereas the findings of teachers qualifications and teachers competences are expected to be taken into account, especially by the authorities of education in central Java, like Provincial Education Service, Higher Education Institutions etc. The findings show the teachers weaknesses either in material development and teaching methodology. It is suggested that the educational services (regional and provincial level) conduct special trainings for elementary schools English teachers. As an alternative, they may make coordinartions with high education instituions to develop the competence. Based on methodology, this research is still limited in terms of sampling and scope of works and this is only a case study in Central Java by which the findings cannot be generalized. In order to have a wider and more general conclusion, deeper similar researches should be done in other provinces. The development of English teaching material model in this research is groundedly formulated through deductive analyis based on the real conditions in the field. This model is not disseminated. Similar researches with complete dissemination should be done so that the result will be valid and reliable for the development of material for teaching English at elementary schools in Indonesia.
