Key words: Public opinion, medicaid, litigation, MPD This final project discusses the psychological issue of prolonged case of a criminal patient who suffered MPD in novel The Minds of Billy Milligan which focused on the analysis of conflicts and impacts emerged. The problems are: the causes of conflict and the impacts of the conflict. The objectives of the study are to identify the causes of conflict between public opinion and medicaid about a criminal who suffered multiple personality disorder and to find out the impacts which emerge that are caused by the conflicts in the novel. The sources of the data in this study were not only taken from the novel, but also theories taken from books, articles, and internet websites to support this study. The data taken from the script were in the forms of phrases, sentences, and dialogues. In collecting the data, the writer used some steps like reading, identifying, inventorying, classifying, and reporting. In analyzing the data, the writer had done in interpret the meaning of the data related to the causes of conflict between public opinion and medicaid of a criminal who suffered MPD as the theme of the novel by exposing the data in all words, phrases, and sentences related to problem statements. It also figures out the impacts of the conflicts. And the last was drawed conclusion was conducted after discussing the data analysis. The qualitative descriptive method used to present answer of the first and second problem question. The results of the study are: 1) the conflicts causes phenomenon exists in the novel is their way of thinking that is the difference between public and medicaid to a criminal who suffered MPD. 2) The Impacts of this entire situation caused the emergence of the new Act in Ohio cause the revision of law in Ohio, Impacts to Billy's doctors or psychiatrists to their reputation and medical career threatened, and Billy's case as encouragement of his empathic for the Against Child Abuse Foundation. In the socializing we also need to learn a wide range of human behavior, especially when we are facing a criminal who suffered personality disorder. Not only is underestimated in terms of judgment, but would be more humane if we also see it in the medical side. Because the truth is people like that are even more need of treatment and special attention. This medical-literature research is done to get a solution in the case of conflicts that are engendered by a criminal who suffered Multiple Personality Disorder.
